COPS Monitoring Promotes Dream Rovira to Site Manager of Florida Operations
Rovira advances from Dispatcher to Site Manager, continuing COPS Monitoring’s tradition of developing operational leaders from within.
WILLIAMSTOWN, NJ — September, 2026: COPS Monitoring announced the promotion of Dream Rovira to Site Manager of Florida Operations. Rovira relocated from Texas to South Florida to lead the company’s Florida monitoring center, taking the next step in a career that proudly started as Dispatcher with the company.
In her new role, Rovira oversees the people, performance, culture, and continued development of the Florida operation, including staffing, training, employee development, service quality, and operational performance.
Rovira was promoted to Assistant Site Manager of Lewisville Operations in 2025, where she assumed expanded responsibility for training, employee development, and management leadership. She was instrumental in helping the Lewisville site re-establish COPS Monitoring’s MPERS division and contributed to the operation’s significant growth during the first part of 2026.
Her time in Lewisville also marked an important step in her development as a leader as she moved from managing dispatchers to supporting and leading other members of management.
“I’ve watched Dream grow from someone learning the operation to someone other leaders rely on,” said Jim McMullen, President & COO of COPS Monitoring. “She’s willing to step into difficult situations, she follows through, and she cares about the people around her. We saw that in Lewisville, especially as the team took on MPERS and continued to grow. She’s earned more responsibility every step of the way, and I think she’s ready to make this role her own.”
Rovira’s leadership, consistency, communication, accountability, and operational knowledge were key factors in her selection for the Florida position.
The opportunity also represents a significant personal commitment. Rovira and her fiancée relocated from Texas to South Florida to begin a new chapter personally and professionally.
“When I started at COPS as a Dispatcher, I wasn’t thinking about someday running an entire site,” said Rovira. “I was focused on learning the job and doing it well. Every new role taught me something different, and I’ve been fortunate to work with people who challenged me and trusted me with more responsibility. Moving to Florida is a big change for me personally, but I’m excited about what’s ahead. I want to get to know the team, learn what’s working, and help build on what’s already there.”
One of Rovira’s priorities is building on the strong foundation already established at the Florida monitoring center. The site is home to many long-tenured employees whose experience and knowledge have contributed to its success for years. Rovira is focused on supporting that experienced team while attracting, developing, and retaining the next generation of employees and leaders the operation will need for the future.
Her advancement also reflects a broader culture of internal development at COPS Monitoring. Today, 96% of the company’s management team began their careers in entry-level positions.
That approach gives COPS leaders firsthand knowledge of the work performed by the teams they manage and helps preserve operational experience throughout the company. It also creates stronger mentors and demonstrates to employees that meaningful career growth is possible through performance, development, and a willingness to take on greater responsibility.
“Dream’s path is one we’re especially proud of because it happens throughout COPS,” McMullen added. “Most of our managers started in entry-level roles, so they know what the job asks of people because they’ve done it themselves. That experience matters. Dream has grown with the company, learned the operation from the ground up, and now has the opportunity to do the same thing for the people she’ll lead in Florida.”
Rovira’s promotion reinforces COPS Monitoring’s commitment to investing in its people, preserving operational expertise, and developing experienced leaders who understand the responsibility of professional monitoring from the ground up.
